Brilliant Lewis Environmental Services, LLC (BLES) founders Philip I. Brilliant, CHMM, LSRP and Zachary D. Lewis share a combined total of more than 45 years experience in the environmental-consulting field. Small enough to be fast acting and approachable—yet large enough to tackle complex projects, like brownfields redevelopment, turnkey site remediation, and multi-phase recovery—the firm serves both the private and public sectors with efficiency and expertise.
Headquartered in Toms River, NJ, BLES also has offices in Bensalem, PA. In addition, the company is SBE certified in NJ.
The founders of BLES, Philip I. Brilliant, CHMM, LSRP and Zachary D. PHILIP I. BRILLIANT, CHMM, LSRP
Owner and Co-Founder
Philip I. Brilliant, CHMM has had an extensive and distinguished career in the environmental-consulting field. Prior to launching BLES in 2006, he was owner of the Toms River, NJ-based Environmental Evaluation Group (EEG) from 1993 to 2003 and became president in 2002.
During his decade-long tenure at EEG, Brilliant helped grow the company from one office, four employees, and gross sales of $425,000 to two offices, 38 professionals, and $7+ million in sales. In addition, he transformed the firm into one of the most reputable underground storage tank remediation firms in New Jersey, providing consulting services for a number of Fortune 100 companies.
His well-rounded expertise also includes project management; field supervision; quality control of field data and data-acquisition techniques; development and implementation of site-specific sampling methodologies for air, soil, and water contaminants; environmental permitting for development and site compliance; soil boring; child care licensing environmental assessments in New Jersey; and well-installation supervision. In October, 2009, Brilliant was approved as one of the first Licensed Site Remediation Professionals (LSRPs) in New Jersey in accordance with the Site Remediation Reform Act.
Brilliant has managed numerous environmental due diligence portfolios and is frequently tapped for expert environmental litigation testimony. He also provides testimony at planning- and zoning-board meetings throughout New Jersey, New York, and Pennsylvania.
A graduate of Cook College at Rutgers University, Brilliant earned a Bachelor of Science degree in international environmental studies/law and institutions and has since been awarded numerous registrations and certifications from State and national organizations. He is an affiliate member of the Ocean County Board of Realtors, past president and member of the Board of Trustees of the Ocean County Business Association (OCBA), and the Financial Secretary of Congregation B’nai Israel in Toms River.
Along with his sister, Dr. Anna Schetman, Phil established the Marilyn D. Brilliant Educational Scholarship Fund at Temple Beth El in Somerset, NJ in memory of their mother. Phil has a daughter, Sara, two stepdaughters, Andrea and Jessica.
ZACHARY D. LEWIS
Co-Founder
Zachary D. Lewis earned a Bachelor of Science degree in environmental science from Stockton State College. Prior to launching BLES, Mr. Lewis spent more than two decades in the environmental-consulting field. In 2010, Mr. Lewis and his family decided to depart BLES and pursue opportunities outside of BLES. Mr. Lewis has agreed to maintain a business relationship with BLES and market where mutually beneficial.
