ANTHONY S. BELFIELD, PG
Pennsylvania Regional Manager/Senior Hydrogeologist
Anthony Belfield oversees BLES’ Pennsylvania operations in the Bensalem office, as well as petroleum remediation projects in New Jersey. He has more than 20 years of experience in risk assessment, drilling services, and remediation projects throughout the northeast and is responsible for state and federal compliance of environmental laws and regulations. Belfield conducts phase I and phase II environmental assessments, brownfields redevelopment, site remediation, environmental due diligence, and business development. Anthony resides in Bensalem, PA, where he is a councilman, with his wife, Rhonda, and their children, Robert and Shannon.

JONATHAN A. LIBOUREL, LSRP
New Jersey Regional Manager/Senior Hydrogeologist
Jonathan Libourel oversees BLES’ underground storage tank operations, including soil and groundwater investigation and remediation on residential and commercial properties. He is responsible for remedial activities and investigations, along with the firm’s remedial action workplan design and implementation in New Jersey, using technologies like in-situ chemical oxidation and multi-phase recovery. Libourel provides development and implementation of site-specific sampling methodologies for contaminants in the air, soil, and water; permitting and operation of remedial systems for contamination of soil, groundwater, and surface water; soil boring; well-installation supervision; groundwater modeling; and report preparation. He resides in Manchester Township, NJ with his wife, Kim, and children Colin and Meghan.

BARBARA BISH
Finance Director/Office Manager
Barbara Bish provides financial leadership to support BLES' planned and profitable growth. She is responsible for forecasting, financial reporting, planning, and developing key project-management tools used to manage job cost and profitability. She also ensures that BLES maintains an appropriate capital structure to support its operations and growth. Prior to joining BLES, Barbara oversaw financial operations for an environmental-consulting firm, land development/construction company, and retail establishment. Barbara resides in Beachwood, NJ with her daughter Alexandra, her husband Mark, and his children Jennifer and Mark, Jr. Her son, John, is currently serving in the Marines.

ROBERT BOEHLER
Director of Remediation and Excavation Services
Robert Boehler oversees BLES’ field operations, including scheduling, tank removals, MPR, and management of remediation and excavation services. In addition, he prepares estimates and proposals for tank closures and remediation excavations, maintains the company’s mobile remediation systems, and oversees the purchase and repair of all BLES vehicles and equipment. He resides in Brick, NJ with his wife, Victoria, and daughters Jacqueline and Elizabeth.

JAMES A. LANG, PG, LSRP
Senior Project Manager/Senior Hydrogeologist
James Lang is responsible for compliance with state and federal environmental laws and regulations, phase I and II environmental assessments, brownfields redevelopment, site remediation, environmental due diligence, and business development. He is well versed in the Industrial Site Recovery Act (ISRA) compliance in New Jersey, as well as technical requirements for site remediation (NJAC 7:26E). An expert in the area of pesticide investigation and remedial alternatives, Lang helps developers assess remediation liability prior to property purchases. He also provides expert testimony, report preparation, and litigation support services for oil companies and landowners. James resides in Monmouth County, NJ.

PETER E. MORRIS
Senior Project Manager/Senior Environmental Scientist
Peter Morris is responsible for the completion of remedial activities and compliance on industrial operation and public sites. His experience includes project management, field supervision, quality assurance/control of field data and data-acquisition techniques; development and implementation of site-specific sampling methodologies for various contaminants; permitting and operation of remedial systems for contamination of soil, groundwater, and surface water; soil boring; well-installation supervision; groundwater modeling; third-party coverage investigations; oversight of remedial contractors; and report preparation. He also oversees the decommissioning of potable wells following connection to municipal water systems and is responsible for remedial action workplan design and implementation in New Jersey and Pennsylvania. Peter is a lifelong NJ resident.
Donald Finnegan
Operations Manager
Donald Finnegan oversees all BLES’ field operations, including scheduling, tank removals and testing, MPR, and management of field personnel. In addition, he prepares estimates and proposals for tank closures and remediation excavations, maintains the company’s laboratory certifications, and oversees the purchasing, calibration, and repair of all BLES field equipment. He resides in Toms River, NJ with his wife, Michelle, daughter Casey and son Corey.
