At BLES, we focus on these key areas:
BROWNFIELDS REDEVELOPMENT
A big challenge for developers is identifying the environmental issues on abandoned and underutilized properties. We provide solutions for recycling impaired properties by conducting comprehensive environmental due diligence. In addition, we’re fully versed in the federal, state, and local brownfield site reimbursement resources that can help offset the costs and risks associated with developing these sites.
UNDERGROUND STORAGE TANK SERVICES/REMEDIATION
We perform tank location services for residential and commercial properties, tank closure services, tank testing services using EZY 3 Locator Plus, and residential tank removal services. Oil companies frequently enlist us to perform investigation and remediation work and to provide expert environmental litigation support for petroleum contamination.
Our expert staff of geologists, environmental scientists and hydrogeologists are well versed in state and federal regulations to properly evaluate site conditions and propose the fastest course of action for site closure. Though RCRA regulates all investigation and site remediation, several states, including New Jersey and Pennsylvania, maintain their own tank programs. Here at BLES, we know the federal and state regulations and maintain all necessary certifications.
We evaluate each client’s needs for site remediation in accordance with state and federal regulations and strategize the most effective solution. In addition, we’re experienced with site remediation including innovative technologies such as, oxygen diffusion, chemical oxidation. and bioremediation.
REAL ESTATE DUE DILIGENCE
On November 1, 2005, the U.S. Environmental Protection Agency published its final rule, which sets standards for conducting All Appropriate Inquiries. Effective November 1, 2006, this rule established specific regulatory requirements for conducting All Appropriate Inquiries (AAI) into the previous ownership, uses, and environmental conditions of a property for the purposes of qualifying for certain landowner liability protections under CERCLA.
Whether the site is in New Jersey, Pennsylvania, or Nebraska, our Phase I and Phase II environmental site assessment capabilities identify environmental impairments on properties, providing clients with comprehensive environmental conditions prior to purchase, refinancing, and/or development. And because of our outstanding in-house remediation capabilities, we can prepare liability assessments after completing due diligence, so a client can understand the dollars and cents required to remediate and develop a site in accordance with all applicable regulations.
PRELIMINARY ASSESSMENTS
Our knowledgeable staff conducts preliminary assessments in New Jersey, including investigation and remediation using the Technical Requirements for Site Remediation (NJAC 7:26E) in New Jersey. These assessments protect innocent landowners, contiguous property owners, or bona fide prospective purchasers from potential liability under the New Jersey Spill Act.
We also provide No Further Action (NFA) letter acquisitions or Response Action Outcome (RAO) preparation for child care licensing in New Jersey, giving you the required Preliminary Assessment report and property evaluation for all required hazards, such as indoor air, soil quality, and potable water.
