Brownfields
A big challenge for developers is identifying the potential environmental constraints that exist on abandoned and underutilized properties. Each brownfield has its own unique problems, and no two are alike. At BLES, we provide solutions for recycling impaired properties by conducting comprehensive due diligence. Plus, we're fully versed in the federal, state and local resources that can help offset the costs and risks associated with developing these sites and will direct you to the appropriate opportunities. Underground Storage Tank Services/Remediation
Renowned in the field of underground storage tank remediation, we at Brilliant Lewis work with both residential and commercial properties. Oil companies enlist us to perform investigation and remediation work, as well as provide expert testimony and litigation support. We also perform tank-testing services and underground storage tank removal for homeowners, insurance companies, realtors, developers and financial institutions. At BLES, we evaluate each client's needs for site remediation in accordance with state and federal rules and regulations and determine the most cost-effective and timely approach. In addition, we're experienced with in-situ remediation, as well as alternate methods, such as oxygen diffusion, chemical oxidation and bioremediation.

Real Estate Due Diligence
On November 1, 2005, the U.S. Environmental Protection Agency published its final rule, which sets standards for conducting All Appropriate Inquiries. Effective November 1, 2006, this rule establishes specific regulatory requirements for conducting All Appropriate Inquiries into the previous ownership, uses and environmental conditions of a property for the purposes of qualifying for certain landowner liability protections under CERCLA. In the interim, parties seeking protections afforded under CERCLA have two options for complying with the statutory requirements for All Appropriate Inquiries (ASTM E1527-00) Phase I Environmental Site Assessment: (1) Follow the requirements set forth in the All Appropriate Inquiries final rule or (2) heed the requirements of the interim standard for All Appropriate Inquiries established in the Small Business Liability Relief and Brownfields Revitalization.
